Purpose, approach and delivery method of Cecily's Fund
The purpose of Cecily's Fund is to facilitate the education of orphans and vulnerable children (AIDS orphans) in Zambia through effective and transparent funding.
Cecily's Fund Trustees view their organisation as a bridge built between two types of community: donors, and the local communities receiving funds in Zambia.
In developments at both ends of the bridge the Trustees recognise the need for sustainability, which means that financial, social and environmental issues are taken into consideration. The implementation of this transfer of funds from donors to recipients is governed by the following policy aspirations:
• Cecily's Fund aims to empower local education, local administration and enable local priorities of the recipient organisations in Zambia;
• Cecily's Fund calls for transparency, regular monitoring and reports on educational activities enabled through its funding, including researching evidence of how its funds are spent in Zambia;
• Cecily's Fund reserves the right to earmark its funding in Zambia for specific educational projects;
Cecily's Fund is committed to reviewing regularly whether its spending is in harmony with wishes of the local community and environment, by means of questions, personal visit and networking;
• Cecily's Fund is committed to collecting evidence around the subject of AIDS as well as good and bad practice in the charity's area of operation;
Cecily's Fund is committed to providing information on methods of financial transfer;
• Cecily's Fund is committed to raising money from donors in an ethical, legal, transparent, socially and environmentally responsible manner consistent with our core values;
• Cecily's Fund is committed to an annual review of our reserves statement to be published in our annual report;
Cecily's Fund recognizes a long term responsibility to those it supports whilst encouraging local self-sustainability;
• Cecily's Fund recognises the need to invest in good governance while maintaining tight control over management costs in UK or in Zambia;
• Cecily's Fund is committed to listening to the suggestions of our supporters and recipients.

As part of our commitment to the highest standards we have a child protection policy to ensure that Cecily's Fund organisation:
